NOTICE IS HEREBY GIVEN that a public hearing on the City of Lynden’s 2020 Preliminary Budget will be held at 7:00PM at the Lynden City Hall Annex, 205 4th Street, on Monday, November 4, 2019. All interested parties wishing to comment may appear at said time and place. Written comments will be accepted through 4:00 PM, Monday, November 4, 2019.

Copies of the 2020 Preliminary Budget will be available for public view online at www.lyndenwa.org, in the Mayor’s Office, the Finance Director’s Office (between the hours of 9:00 AM and 4:00 PM, Monday through Friday) and the Lynden Public Library.

NOTICE IS HEREBY GIVEN that on October 10, 2019, the City of Lynden received an application from Compass Point Survey, Agent for Badger North LLC, regarding the property described below:

THE EAST 285 FEET OF THE NORTHEAST QUARTER OF THE NORTHWEST QUARTER OF THE NORTHEAST QUARTER OF SECTION 15, TOWNSHIP 40 NORTH, RANGE 3 EAST OF W.M. WHATCOM COUNTY, WASHINGTON; EXCEPT STATE HIGHWAY NO. 546 (EAST BADGER ROAD).

COMMONLY DESCRIBED AS: 1583 E Badger Road, Lynden

for a Development Standards Variance requesting to vary the requirement outlined in the Engineering Design and Development Standards to allow the construction of a public access street at the private street minimum standards. The application was determined to be complete on October 18, 2019, and the notice of completeness was postmarked on that date.

A public hearing with the Lynden City Council has been scheduled for November 18, 2019. Under Lynden Municipal Code 17.09.100, the final decision for this project must be made within 120 days from the date of the letter of completeness. Request for Qualifications (RFQ)

Consultant Engineering Services for:

 

Judson Street Downtown 

Low-Impact Development (LID) Demonstration 

City Project No. 2019-02

The City of Lynden Public Works Department is accepting Statements of Qualifications (SOQ) from professional engineering firms, licensed under the laws of the State of Washington, for redesign of the stormwater infrastructure for a three-block network of streets adjacent to the Historic Business District (Judson, 10th, 9th, 8th Streets). The City will use this project to showcase different LID alternatives for stormwater within the right of way. The project is funded by a Washington State Department of Ecology Grant. Qualified firms must have experience preparing municipal bid documents (plans, specifications, and cost estimates) and all deliverables must comply with Department of Ecology publication “Design Deliverables for Stormwater Projects with Ecology Funding”

Sealed (SOQs) must be submitted no later than 2:00 p.m., Tuesday, November 19, 2019, to the City of Lynden Public Works Department, 300 4th Street Lynden, WA 98264. Late submittals will not be accepted. Fax and/or electronic submittals will not be considered.

Notice of Application, Public Hearing and Probable

SEPA Determination of Nonsignificance

 

The City of Sumas hereby gives notice of a pending application for a conditional use permit. The applicant is Sumas RV Park and Campground, Inc., which proposes to increase the total number of sites allowed at its existing recreational vehicle park located at 9600 Easterbrook Road within the RV Park District. The proposal would increase the total number of sites from 51 to 61 and increase the maximum number of Extended Stay sites from 34 to 40. The subject property is situated in the NE ¼ of Section 3 and the NW ¼ of Section 2, Township 40 North, Range 04 East of W.M. within Sumas WA. The public comment period for this application is from October 30 through November 14, 2019. Written comments may be submitted during that period to Sumas City Hall at the address shown below. The Sumas City Council will hold a public hearing regarding this application at Sumas City Hall on November 25, 2019 beginning at 7 p.m. The complete application is available for review at Sumas City Hall during normal business hours. 

The City expects to issue a Determination of Nonsignificance (DNS) for the proposal. The application is being handled pursuant to the optional DNS process authorized in section 197-11-355 WAC, so comments about the environmental impacts of the proposal should be submitted within the above described comment period. This may be the only opportunity to comment on the environmental impacts of the proposal. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination for the proposal may be obtained upon request.

Residents within the Bertrand, Drayton, Laurel, North Lynden, South Lynden, and Sumas Watershed Improvement Districts have an opportunity to:

1)  Nominate candidates for election to the Board of the District – one position in Bertrand, two in Drayton, two in Laurel, two in North Lynden, two in South Lynden, and two in Sumas – candidates must file with the secretary of the district a declaration in writing of their candidacy, or a petition of nomination signed by at least ten qualified electors of the district, not later than five o’clock p.m. on the first Monday in November.
