NOTICE IS HEREBY GIVEN that a public hearing on the City of Lynden’s 2021 Property Tax Levy will be held at 7:00PM during the Monday, November 16, 2020 City Council meeting. All interested parties wishing to speak to the Council, please contact the City Clerk at 360-255-7085 before 12:00 PM on Thursday prior to the council meeting to be added to the agenda.  Written comments will be accepted through 4:00 PM, Monday, November 16, 2020.

Copies of the 2021 Preliminary Budget are presently available for public view online at www.lyndenwa.org, in the Mayor’s Office and the Finance Director’s Office (between the hours of 9:00 AM and 4:00 PM, Monday through Friday).

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Lynden Public Works Department in the First Floor Conference Room at Lynden City Hall, 300 4th Street, Lynden WA  98264 for the following:

Construction of the Lynden Fire Station Renovations

Contractors shall submit their sealed bid proposals up until 3:00 p.m., Tuesday, December 1, 2020.

At 3:00 the bids will be publicly opened and the names of the submitters identified. Any interested people are invited to be present. Late bids will not be accepted. City of Lynden is requesting bids for construction of the Lynden Fire Station Renovations located at 215 4th St. Lynden, WA 98264 and as further described in the bid documents.

Pre-bid meeting is scheduled at the City of Lynden Fire Station site 215 4th St. Lynden, WA 98264. Meeting will be held on Thursday, November 12, 2020 at 3 p.m. at the project site.

Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on “Posted Projects”, “Public Works”, and “ City of Lynden”. This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List”. LEASE PROPERTY TO CUT AND REMOVE FIELD GRASS

NOTICE is hereby given that the City of Lynden will receive sealed bids at the office of the Public Works Department, 300 4th Street, Lynden, WA, 98264, until 1:00 p.m., Wednesday, November 18, 2020, to lease property for the purpose of cutting and removing field grass during the 2021 and 2022 growing seasons at various City property locations.  All contracts will begin January 1, 2021 and will terminate on December 31, 2022.

Following is a list of properties available for lease.  Each bid, regardless of dollar amount, requires a separate, sealed envelope with the property location specified on the front of each envelope.  Inside each envelope, please provide location of property bidding on, bid amount, bidder’s name, mailing address, email address and contact phone number.  

Properties for Cutting and Removing Field Grass:

1. 8600 Benson Road – approximately 4.95 acres located west of the Lynden Municipal Airport;

2. Flynn Road Detention Pond Vicinity – approximately 13 acres west of Flynn Road;

3. Heritage Park – near intersection of Vinup Road and Badger Road.

The winning bidder for each property shall provide insurance coverage in amounts not less than $1,000,000 per occurrence/$2,000,000 aggregate. Leasehold excise tax in the amount of 12.84% may be required depending on the amount of the bid. Bidders for Heritage Park shall be charged a minimum leasehold excise tax of $64.20 for the two-year period.

PROJECT NO. 2021-01 ANNUAL SUPPLY OF ASPHALT, QUARRY ROCK, GRAVEL, SAND & TOPSOIL

NOTICE is hereby given that sealed bids will be received by the City of Lynden Public Works Department at 300 4th Street, Lynden, Washington, 98264, (360) 354-3446, until 2:00 pm on Tuesday, December 1, 2020.

Materials to be supplied on demand within 24 hours (or within two hours in case of emergency) and delivered to within five miles of the Lynden service area if necessary. A weight slip must be submitted at time of delivery.

The bid is to establish a list of suppliers and firm prices for the 2021 supply of asphalt, quarry rock, gravel, soil and fractured sand for the City. Bidders must be on the City of Lynden’s Small Works Roster at time of bid due date. Award will be made to the lowest and or most responsible bidder. The City will select the supplier submitting the lowest responsible bid for the specific material needed. However, under special circumstances, the City may select the supplier not submitting the lowest bid, but in consideration of the special circumstances meet the City’s requirements for the specified material needed. Special circumstances that may be considered include differences in ability to deliver, delivery time, availability of material, special loading or unloading conditions, total cost (including transport), performance of the delivered material, location of the source and proximity to the delivery point. Fuel surcharge must be included in bid price.

The City of Lynden reserves the right to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, or to re-solicit the call for bids if the best interest of the City of Lynden is served thereby.
