Sealed bid proposals will be received by the City of Lynden at Lynden City Hall, 300 4th Street, Lynden, Washington, 98264, (360) 354-3446, until 2:00 p.m., on Thursday, June 4, 2020, and will then and there be opened and publicly read.Due to COVID-19 and the Governor’s Stay Home Stay Healthy order, Lynden City Hall is currently closed to the public. Bidders who hand deliver their bid proposals should expect to call the City of Lynden Public Works Department at the number listed above upon arrival at City Hall. City Staff will accept your proposal at the door. Bidders shall be responsible for allowing sufficient time to submit their proposal.Bid proposals will be opened and the results will be announced near the flagpole shortly after opening.

This contract provides for the structural overlay of approximately 2,000 linear feet of East Grover Street from the BNSF railroad tracks to Bradley Road.Work to be performed under this contract shall include grinding and preleveling portions of the existing roadway, and the construction of pedestrian ramps, sidewalks, driveways, striping, and restoration.All work shall be in accordance with the Contract Plans, Special Provisions, the Standard Specifications, and Standard Plans.All materials, equipment, labor, and other miscellaneous items required to complete the work shall be furnished by the contractor.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Lynden.All bidders and subcontractors shall have a contractor’s license to work in the State of Washington and a City of Lynden Business License.

Information, copies of maps, plans, specifications, and addenda for this project will be available online beginning May 20, 2020 at bid documents will also be available for purchase at the Public Works Department, 2nd Floor, Lynden City Hall, 300 4th Street, Lynden, Washington 98264.A non-refundable fee of $50.00 (fifty dollars) will be charged for each set of bid documents.An additional $15.00 (fifteen dollar) fee will be charged for mailing.Checks should be made payable to the City of Lynden and mailed to the Public Works Department, 300 4th Street, Lynden WA 98264.Plans and specifications will be available beginning Wednesday, May 20, 2020. Contractors who download plans and specifications are advised to e-mail to be added to the plan holders list, to receive any addenda, and to receive responses to questions that may be issued.

The City of Lynden reserves the right to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, republish the call for bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of the City is served thereby.The City of Lynden also reserves the right to postpone the bid award for a period of thirty (30) calendar days after bid opening.

Probable SEPA Determination of Nonsignificance 


The City of Everson hereby gives notice that on May 5, 2020 an application for approval of the Birchwood Division No. 4 long subdivision / preliminary plat was received from Herman Engels. The applicant seeks to subdivide an approximately 4.82-acre property to create 17 single-family residential lots. The subject property is located at 1408 Birchwood Drive in the NE ¼ of Section 1, Township 39N, Range 3E of W.M., Whatcom County, WA within the City of Everson. The property is identified under County Assessor’s parcel number 390301 430419. 

The public comment period for this application is from May 20 through June 4, 2020. Project application materials can be accessed from the City’s website or viewed at City Hall by appointment. Written comments may be submitted during that comment period to Everson City Hall at the address shown below. 

The City expects to issue a Determination of Nonsignificance (DNS) for the proposal. The application is being handled pursuant to the optional DNS process authorized in section 197-11-355 WAC, so comments about the environmental impacts of the proposal should be submitted within the above described comment period. This may be the only opportunity to comment on the environmental impacts of the proposal. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination for the proposal may be obtained upon request.

The Everson City Council will hold a public hearing regarding this proposal beginning at 7:00 p.m. on June 9, 2020 at Everson City Hall. Any party may submit written or oral testimony at the hearing. It is unknown at this time whether it will be possible to conduct an in-person hearing at City Hall. Interested parties should go to the City website to receive information regarding the city council meeting and to review instructions regarding remote access to the public hearing from a phone or computer.
