NOTICE IS HEREBY GIVEN that on February 19, 2020, the City of Lynden received a Shoreline Substantial Development Permit from Mark Sandal, Programs Manager for the City of Lynden, regarding the property described below:

COMMONLY DESCRIBED AS: 17th Street and Fishtrap Creek 

Project: SSD #20-01, 17th Street Extension 

Project Description: The City of Lynden is proposing to construct an extension of 17th St. as well as other various improvements along the 17th St. corridor. The design will include roadway, sanitary sewer, water main and drainage design. The proposal includes the construction of an extension of 17th St. from its existing northerly terminus, north approximately 400 feet to Main St. and replacement of the existing 17th St. water main from Liberty St. to Main St. with a new 12” water main. The water main will be located under replaced sidewalk and a replaced 6-foot wide section of asphalt pavement. Existing 17th St. will be also be ground and overlaid with 2 inches of asphalt from the 17th St. bridge over Pepin Creek north to the road extension. No structures or buildings will be affected by the proposed project.

A public hearing with the Lynden Planning Commission has been tentatively scheduled for May 14, 2020. Under Lynden Municipal Code 17.09.100, the final decision for this project must be made within 120 days from the date of the letter of completeness. MITIGATED DETERMINATION OF NON-SIGNIFICANCE

 

NOTICE IS HEREBY GIVEN that on February 10, 2020 the City of Lynden received a SEPA Checklist from Francine St Laurent of AVT Consulting LLC, agent for City Bible Church, regarding the project described below:

Description of Proposal: The applicant is proposing a residential rezone from a Residential Single-family zoning category (RS-100) to Residential Mixed Density and Residential Multi-family zoning categories. Also, concurrent with this rezone, the applicant is proposing an associated master planned residential development (MPRD) on this property. 

The proposed rezone and MPRD would facilitate the construction of up to 135 residential units of various housing types and the associated infrastructure. The project is located on 21.83 acres on the northeast corner of the intersection of the Guide Meridian and Main Street in Lynden.

The proposal requests a phased environmental review as permitted under WAC 197-11-060(5) in that the rezone and the concept of the development will be considered broadly with more narrow, focused review due at a later date.

IN THE MATTER OF THE RESPONSE BY WASHINGTON STATE COURTS TO THE PUBLIC HEALTH EMERGENCY IN WASHINGTON STATE

EMERGENCY ADMINISTRATIVE ORDER

NO. 2020-01

 

WHEREAS, the World Health Organization has determined the spread of the new coronavirus has now reached worldwide pandemic levels; and

WHEREAS, the Chief Justice of the Supreme Court of Washington has issued an emergency order in response to the public health emergency that affects operations of trial courts in Washington State on March 4, 2020; and

WHEREAS, the Washington State Supreme Court has adopted Order No. 25700-B-602, granting emergency authority to this court to adopt, modify, and suspend court rules and orders, and to take further actions concerning court operations, as warranted to address the current state of emergency.

NOW, THEREFORE, IT IS HEREBY ORDERED:

1. All criminal cases now pending are continued until April 29, 2020, or thereafter as may be necessary to address the threat to public health.

2. All contested civil infractions are continued to May 13, 2020, or thereafter as may be necessary to address the threat to public health.

3. Jury trials will be postponed until May 6, 2020, or a later date if deemed necessary to address the threat to public health.

4. The Court reserves the right to maintain or schedule arraignments, pretrial hearings, or reviews/revocation hearings between March 16, 2020 and April 29, 2020, in cases involving threats to public safety, including but not limited to domestic violence offenses and driving while under the influence/physical control.

5. The Court will not be in session on April 1, 2020 nor on April 15, 2020.

6. The Court will hear in-custody cases as necessary to preserve defendants’ constitutional rights.

7. This Order may be amended or withdrawn as warranted to address the on-going public health emergency.
