REGARDING AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON SUBDIVISION AND BUILDING PERMIT APPLICATIONS

FOR PROPERTY LOCATED WITHIN THE PEPIN CREEK PROJECT AREA

NOTICE IS HEREBY GIVEN that the Lynden City Council will be holding a public hearing and will be taking public input regarding the proposed a three-month moratorium on subdivision and building permit applications for property located within the Pepin Creek Project Area.

A public hearing with the Lynden City Council has been scheduled for June 21, 2021.  Any persons wishing to comment on the proposal may do so by submitting their written comments to Heidi Gudde, Planning Director, 300 4th Street, Lynden, 98264 by June 21, 2021, or by attending the virtual public hearing to be held at 7:00 P.M., that same evening.

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that on May 28, 2021, the City of Lynden received a SEPA Checklist from Dave Timmer, City Planner for the City of Lynden, regarding the non-project action described below:

Description of Proposal:  The City of Lynden is proposing to amend the Comprehensive Plan to update the Pepin Creek Sub Area Plan (PCSA) regarding planned infrastructure improvements known as “Pepin Lite”.  These long-range improvements include bridge construction, the relocation of a portion of Pepin Creek, improvements to the south end of Double Ditch Road and the northern end of Benson Road (as they exist within the PCSA), and to plan for the diagonal connection of these improved roadways with the construction of Pepin Parkway.  In order to consistently reflect these planned infrastructure improvements throughout the Comprehensive Plan, the proposed changes will primarily affect the Pepin Creek Sub Area Plan, the Capital Facilities Plan, and the Transportation Element portions of the City’s Comprehensive Plan. The amendment is consistent with City Council Resolution 1031 and must be completed prior to the lifting of the development moratorium on this area.  

After reviewing the environmental checklist and other information on file with the agency, the City of Lynden has determined that this proposal will not have a probable significant adverse impact on the environment should standard conditions be met.  Copies of the DNS are available from the City of Lynden, 300 4th St., WA.  The public is invited to comment on this DNS by submitting written comments to Heidi Gudde, Planning Director, no later than June 23, 2021, at 300 4th Street, Lynden, WA  98264.
