Probable SEPA Determination of Nonsignificance

 

The City of Sumas hereby gives notice of a pending application for a conditional use permit. The applicant is IKO Pacific Inc., which proposes to redevelop an approximately 5.4-acre portion of their 20.7-acre asphalt roofing materials manufacturing facility. The proposed project includes reconfiguring the existing berm around the asphalt flux tank containment area, constructing an approximately 24,000 square foot product storage warehouse, constructing an approximately 71,400 square foot product lay down area, and constructing a new stormwater treatment and detention facility. 

The proposed site is located at 850 W. Front Street within the Industrial District and is situated in the SW ¼ of the SW ¼ of Section 34, Township 41 North, Range 04 East of W.M. within Sumas WA. The public comment period for this application is from June 24 through July 9, 2020. Written comments may be submitted during that period to Sumas City Hall at the address shown below. The Sumas City Council will hold a public hearing regarding this application at Sumas City Hall on July 13, 2020 beginning at 7 P.m. The complete application is available for review at Sumas City Hall during normal business hours. 

The City expects to issue a Determination of Nonsignificance (DNS) for the proposal. The application is being handled pursuant to the optional DNS process authorized in section 197-11-355 WAC, so comments about the environmental impacts of the proposal should be submitted within the above described comment period. This may be the only opportunity to comment on the environmental impacts of the proposal. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination for the proposal may be obtained upon request.

Project: Darigold Processing Tower

The proposed project is to partially demolish an existing and outdated 85 foot tall milk dehydrating tower and replace it with a new 70.5 foot tall concrete tower within the same footprint. The new tower will be used for the existing milk dehydrating process which currently takes place at this location. Additionally, this work will include the replacement of 8,514 square feet of roofing on the building that currently houses the existing tower. 

After reviewing the environmental checklist and other information on file with the agency, the City of Lynden has determined that this proposal will not have a probable significant adverse impact on the environment should certain conditions be met. Copies of the MDNS are available from the City of Lynden, 300 4th St., WA. The public is invited to comment on this MDNS by submitting written comments to Heidi Gudde, Planning Director, no later than July 8, 2020, at 300 4th Street, Lynden, WA 98264.
