Lynden School District #504 will receive bids for provision of regular unleaded and diesel fuel for the 2020-21 school year. Bid specifications and instructions may be requested from the District Office, 1203 Bradley Road, Lynden, WA. Bids are to be sent or delivered to the District in sealed envelopes marked “Bid – Fueling Services” by 10:00 a.m. on Thursday July 30, 2020. 

The Board of Directors reserves the right to reject any or all bids, waive technicalities, and to accept any proposal if such action is believed to be in the best interest of the District.

BERTRAND WATERSHED IMPROVEMENT DISTRICT

WHATCOM COUNTY

DUFFNER DITCH CULVERT AND FLOOD GATE REPLACEMENT

 

Sealed bid proposals will be received by Reichhardt & Ebe Engineering, 423 Front Street, Lynden, Washington, 98264, (360) 354-3687, until 3 p.m., on Thursday, August 6, 2020. The opening and reading of the bids will then be live-streamed via ZOOM meeting. Live stream information can be found on the Bertrand Watershed Improvement District’s website at https://www.bertrandwid.com/projects. Hard copies matching the electronically delivered bid proposals must be received via US mail attn: Duffner Ditch Culvert Bid, Reichhardt & Ebe Engineering, PO Box 978, Lynden, Washington, 98264, (360) 354-3687, no later than August 13, 2020 at 3:00 pm.

The improvements consist of abandoning (2) existing 5’ diameter culverts, and placing 120 linear feet of new concrete box culvert, assist in installation of new tide gate, and associated levee reconstruction. A new 120 linear feet inlet pool will also be constructed, and the inlet pool associated with the existing culverts will be filled. A new gravel road will be constructed along the top of the reconstructed levee.

Engineers Estimate: $225,000-$275,000

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within 10 days, the bid proposal deposit shall be forfeited to the Bertrand Watershed Improvement District. All bidders and subcontractors shall have a contractor’s license to work in the State of Washington.

It is the responsibility of the Contractor to be placed on the plan holder’s list in order to formally receive addenda. The Bertrand Watershed Improvement District reserves the right to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, republish the call for bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of the WID is served 6 thereby. The WID also reserves the right to postpone the bid award for a period of thirty (30) calendar days after bid opening.

The Bertrand Watershed Improvement District in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination of Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration or award.

The facility, known as Sumas Concrete Products, will be, located at 3867 Kneuman Rd in Sumas, Whatcom County. Activities at the facility will include Concrete Block and Brick Manufacturing and are due to start operations on 3/15/21. This facility will discharge minimal amounts of process water to the City of Sumas sanitary sewer system and will release treated and detained stormwater via the stormwater outfall that will discharge within the Sumas Creek buffer. 

Ecology developed the Sand and Gravel General Permit with the expectation that sites covered under this permit will meet water quality standards including antidegradation requirements under WAC 173-201A-320. Any persons desiring to present their views to the Washington State Department of Ecology regarding this application may do so in writing within thirty days of the last date of publication of this notice. Comments shall be submitted to the Department of Ecology.
