LEGAL NOTICE OF APPLICATION FOR AN AMENDMENT TO A PLANNED RESIDENTIAL DEVELOPMENT AND PUBLIC HEARING

 

NOTICE IS HEREBY GIVEN that on July 8, 2019, the City of Lynden received an application from PSE Engineering, INC., on behalf of Aaron Drive Properties, regarding the property described below:

LOT 4, RB DEVELOPMENT, DIV. NO.1, A PLANNED RESIDENTIAL DEVELOPMENT, ACCORDING TO THE MAP THEREOF, RECORDED IN VOLUME 19 OF PLATS, PAGE 21, A.F. NO. 950412119, RECORDS OF WHATCOM COUNTY WASHINGTON. ALL SITUATE IN WHATCOM COUNTY WASHINGTON.

COMMONLY DESCRIBED AS: 801 Aaron Drive, Lynden

Requesting to amend the RB Development / Heritage Park PRD to allow a building expansion that includes an age-restricted senior housing facility including 50 additional units in a 5-story apartment building. The proposed building is approximately 23,375 square feet excluding the exposed stair, elevator shaft and roof top deck. The application was determined to be complete on July 31, 2019, and the notice of completeness was postmarked on that date.

A public hearing with the Lynden Planning Commission has been tentatively scheduled for October 10, 2019. Under Lynden Municipal Code 17.09.100, the final decision for this project must be made within 120 days from the date of the letter of completeness. Any persons wishing to comment on the application or proposal may do by submitting their written comments to Heidi Gudde, Planning Director, 300 4th Street, Lynden 98264, by August 28, 2019, or by attending the public hearing to be held at 7:30 P.M., October 10, 2019, at the City of Lynden City Hall Annex, 205 4th Street.

City of Sumas is accepting statements of qualifications from architects and engineering for design and construction of a new grandstand and arena expansion located at the SUMAS Rodeo Grounds 1550 Cherry Street. RFQ packets will be available for pickup on weekdays between 8:00 AM- 5:00PM at the Sumas City Hall located at 433 Cherry Street or by contacting Michelle Quinn at City Hall. Statements of qualification shall be submitted to the Sumas City Hall, 433 Cherry Street, Sumas, WA no later than 5:00 pm on August 30 2019. Minority and Woman owned firms are encouraged to apply and will be given equal considerations with all other firms submitting a Statement of Qualifications.

Notice of Application and Probable SEPA Determination of Nonsignificance

 

The City of Sumas hereby gives notice of a pending application for a Grade and Fill Permit requiring review under the State Environmental Policy Act (SEPA). The applicant is Sumas Development LLC, which proposes to place approximately 147,000 cubic yards of fill material to raise the elevation of their property to the base flood elevation established by the Federal Emergency Management Agency. The proposal also includes excavation of approximately 40,000 cubic yards of material, construction of associated stormwater management facilities, and construction of up to 5,400 lineal feet of railroad siding (loading track). The proposed site is located to the west of 309 Bob Mitchell Way within the SW ¼ of Section 34, Township 41 North, Range 04 East of W.M. within Sumas WA. The public comment period for this application is from August 14 through August 29, 2019. Written comments may be submitted during that period to Sumas City Hall at the address shown below. The complete application is available for review at Sumas City Hall during normal business hours.

The City expects to issue a Determination of Nonsignificance (DNS) for the proposal. The application is being handled pursuant to the optional DNS process authorized in section 197-11-355 WAC, so comments about the environmental impacts of the proposal should be submitted within the above described comment period. This may be the only opportunity to comment on the environmental impacts of the proposal. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination for the proposal may be obtained upon request.

The Board of Directors of Lynden School District has declared surplus and intends to sell the following parcel of property:

The subject property is located within the Lynden city limits, north of the former Lynden Middle School and was used as ball fields for the school. The real property being offered for sale consists of a 7.76-acre or 338,025 +/- SF lot. There is access to the property via a private easement with terms that are subject to negotiation through the sale process. There is power extended to the property. Public water and sewer are available should the site be developed. The site has two levels with a moderate slope between the upper and lower portions of the site.
