WWTP OUTFALL REPLACEMENT

NOTICE TO BIDDERS: Sealed bid proposals will be received in person by the Public Works Department, located on the second floor of Lynden City Hall, 300 4th Street, Lynden, Washington 98264, (360) 354-3446 or via mail to the Public Works Department (2nd Floor), Lynden City Hall, 300 4th Street, Lynden, Washington 98264 until 11:00 AM on Tuesday, the 30th day of April, 2019, for the construction of the City of Lynden Wastewater Treatment Plant (WWTP) Outfall Replacement, including trenching and installation of approximately 100 lineal feet of a 24-inch diameter ductile iron (DI) piping system to a new single-port side-bank discharge on the Nooksack River; removal of approximately 120 lineal feet of existing 20-inch diameter DI outfall piping; rehabilitation of an existing manhole; temporary bypass pumping of treated effluent from the WWTP; in-river work area isolation; surface water and groundwater control; temporary erosion and sedimentation control; in-water construction; installation of the side-bank discharge pipe and 30-inch minus riprap bank armoring; streambank restoration; and mitigation, including weed control and riparian plantings along the bank and beyond the construction area; and all work necessary for a complete WWTP Outfall Replacement as shown on the plans and specifications. The said bids will then and there be opened and read aloud. Bidders and other properly interested parties are invited to be present at the bid opening. Bids received after the time fixed for opening cannot be considered.

There will be a MANDATORY pre-bid meeting held at 1:00 PM on Friday, April 19th, 2019 in the first-floor conference room of Lynden City Hall, 300 4th Street, Lynden, WA, 98264, and then continuing on to the City of Lynden Wastewater Treatment Plant, 800 S 6th Street, Lynden, WA 98264.

The Contract Documents and the plan holders list may be examined and obtained for a fee from WCR Plan Center, 2215 Midway Lane, #208, Bellingham, WA 98226, www.wcrinc.com. Contract documents may also be examined, but not purchased at the following locations: Lynden City Hall at above address; BHC Consultants at 1601 5th Avenue, Suite 500, Seattle, WA 98101.

The City may reject any and all bids, bids not accompanied by bid security or data required by the bid documents, or a bid that is in any way incomplete or irregular. A bid bond in the amount equal to 5% of the greatest amount of the bid must be submitted with the bid proposal. Factors considered in award of the contract will include the Contractor’s experience and performance on previous contracts.

Special Requirements:

All bidders must be licensed contractors registered in the State of Washington and must have a City of Lynden Business License. All work performed on this project will be subject to the state prevailing wages. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by State Revolving Fund (SRF) appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

This project is funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.

DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that on April 4, 2019 the City of Lynden received a SEPA Checklist from Dave Timmer, City Planner for the City of Lynden, regarding the non-project action described below:

Description of Proposal:  Residential Design Standards Update: This proposal combines updates to the City’s existing Residential Design Standards into one location, a new chapter to Title 19 - LMC 19.22 Residential Design Standards. These updates strive to continue to guide the aesthetic appeal of residential neighborhood development and to protect and enhance property values for the community as a whole.  

After reviewing the environmental checklist and other information on file with the agency, the City of Lynden has determined that this proposal will not have a probable significant adverse impact on the environment should standard conditions be met.  Copies of the DNS are available from the City of Lynden, 300 4th St., WA.  The public is invited to comment on this DNS by submitting written comments to Heidi Gudde, Planning Director, no later than May 1, 2019, at 300 4th Street, Lynden, WA  98264.

Notice of Application and Public Hearing 

 

The City of Nooksack hereby gives notice that a consolidated application for approval of a short subdivision and subdivision variance has been received from Trent and Kayla Willemsen to allow subdivision of an approximately 0.63-acre property to create two residential lots where one of the proposed lots would have zero feet of frontage onto a developed public right-of-way, but would be accessed by way of a shared, private driveway. The property is located at 111 W. 2nd Street, Nooksack, WA and is zoned Residential. The property is situated in the SE ¼ of the SW ¼ of Section 29, T40N, R04E of W.M., Whatcom County and is identified under County Assessor parcel number 400429 147043.

 The public comment period for this application is from April 17 through May 2, 2019. Written comments may be submitted during that comment period to Nooksack City Hall at the address shown below.

The City Council will hold a public hearing regarding this proposal at Nooksack City Hall on May 6, 2019 beginning at 7:00 p.m. Any person may submit written or oral comments at the hearing. The complete application is available for review at Nooksack City Hall during normal business hours.
