NOTICE is hereby given that sealed bids will be received by the City of Lynden Public Works Department at 300 4th Street, Lynden, Washington, 98264 (City Hall), (360) 354-3446, by 11:00 a.m. Tuesday, April 16, 2019.

Items that did not previously sell are still available and may be seen by appointment.

The City of Lynden intends to award to the bidder submitting the highest bid.

WWTP OUTFALL REPLACEMENT

ESTIMATED PROJECT COST: $900,000 to $1,500,000

NOTICE TO BIDDERS: Sealed bid proposals will be received in person by the Public Works Department, located on the second floor of Lynden City Hall, 300 4th Street, Lynden, Washington 98264, (360) 354-3446 or via mail to the Public Works Department (2nd Floor), Lynden City Hall, 300 4th Street, Lynden, Washington 98264 until 11:00 AM on Tuesday, the 30th day of April, 2019, for the construction of the City of Lynden Wastewater Treatment Plant (WWTP) Outfall Replacement, including trenching and installation of approximately 100 lineal feet of a 24-inch diameter ductile iron (DI) piping system to a new single-port side-bank discharge on the Nooksack River; removal of approximately 120 lineal feet of existing 20-inch diameter DI outfall piping; rehabilitation of an existing manhole; temporary bypass pumping of treated effluent from the WWTP; in-river work area isolation; surface water and groundwater control; temporary erosion and sedimentation control; in-water construction; installation of the side-bank discharge pipe and 30-inch minus riprap bank armoring; streambank restoration; and mitigation, including weed control and riparian plantings along the bank and beyond the construction area; and all work necessary for a complete WWTP Outfall Replacement as shown on the plans and specifications. The said bids will then and there be opened and read aloud. Bidders and other properly interested parties are invited to be present at the bid opening. Bids received after the time fixed for opening cannot be considered.

There will be a MANDATORY pre-bid meeting held at 1:00 PM on Friday, April 19th, 2019 in the first-floor conference room of Lynden City Hall, 300 4th Street, Lynden, WA, 98264, and then continuing on to the City of Lynden Wastewater Treatment Plant, 800 S 6th Street, Lynden, WA 98264.

The Contract Documents and the plan holders list may be examined and obtained for a fee from WCR Plan Center, 2215 Midway Lane, #208, Bellingham, WA 98226, www.wcrinc.com. Contract documents may also be examined, but not purchased at the following locations: Lynden City Hall at above address; BHC Consultants at 1601 5th Avenue, Suite 500, Seattle, WA 98101.

The City may reject any and all bids, bids not accompanied by bid security or data required by the bid documents, or a bid that is in any way incomplete or irregular. A bid bond in the amount equal to 5% of the greatest amount of the bid must be submitted with the bid proposal. Factors considered in award of the contract will include the Contractor’s experience and performance on previous contracts.

Special Requirements:

All bidders must be licensed contractors registered in the State of Washington and must have a City of Lynden Business License. All work performed on this project will be subject to the state prevailing wages. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by State Revolving Fund (SRF) appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

This project is funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.

NOTICE OF SURPLUS PROPERTY HEARING

Notice is hereby given that the Board of Directors of Lynden School District will hold a public hearing at the Lynden High School Library on April 11, 2019 at 6:30 P.M. as part of the regular School Board meeting scheduled for that evening. Any person in attendance at the hearing will have the opportunity to be heard. The purpose of this hearing will be to determine the propriety and advisability of selling real property described as follows:

The property is legally described as all of Blocks 32 and 33, Town of Lynden, plus vacated interior streets and alleys, situated on Glenning Street in the County of Whatcom, State of Washington. The subject tax parcel number is 400320-142393.

The Lynden School District is intending to sell this property to the City of Lynden. The City of Lynden is intending to continue the current use of the property as an open space park for the benefit of the community.
