April 6 conference brings in speakers on Indian policy

WHATCOM — On Saturday, April 6, a Bellingham conference brings in both local and out-of-state experts in water rights, states’ responsibilities to Indian tribes and federal Indian policy, said organizer Tom Williams of Everson.

The current line-up of speakers is:

• Elaine Willman, a planning director and tribal issues director for the city of Hobart, Wis.

• Lana Marcussen, an Arizona attorney on federal Indian policy and water issues, who has presented at the Supreme Court level in many federal cases including individual Indian civil rights.

• Butch Cranford, a retired California engineer, self-taught in federal Indian fee-to-trust policy and on the Indian Gaming Regulatory Act.
